I appriciate the topic

"Government mandates" are the main reason this non-productive movement is invading all aspects of the project. My experience is that if you are not connected to the LEED program is some manner, you do not think the LEED program is worthwhile. It is just more paperwork and hassle that is not making us more productive but rather less productive and more bureaucratic.
